There's a few sources of Upgrader Insurance Scrolls, but here are the most common ones:

If you're wanting to get a few scrolls quickly, this will be your quickest & most consistent way of getting them. I'd recommend doing some [[clues]] with the Sherlock [[Pet Perk]] and salvaging any Third-Age drops you get, or Gilded items if you're unlucky with your scrolls. Depending on the items you get from your clues, you can net a few hundred thousand salvage dust at a time - perfect for supplying your upgrading needs.
